It's too clunky to charge and has too little range to be used for utility, and is not fit for dealing damage. These weapons still have a place along with the Incarnon Weapons since Incarnons are going on older weapons that are MR fodder to bring them up to a good place in the game. The Dera Vandal (the weapon you're probably using) is pretty much a forgotten weapon, as it's frankly a mediocre assault rifle. The Phenmor is a single target semi-auto rifle. However landing headshots builds up a charge meter, which you can use to turn it into the single most insane bullet hose to exist.

IMO, should be the standard for these weapons. Phenmor, the rifle, is quite good and bullet-hosing-fun for a non-AoE weapon. The melee weapons are both unremarkable and neither really feel unique. At least, they have access to more melee range.The melee one is fundamentally missing 2 things, compared to its brethren: 1. A unique mechanic (not just stats) and. 2. A "murderbeam" fifth unlock. I suggested making it swing Excal-like ranged attacks on heavy attack. Y'know, to give it that unique flair. And to fit with the whole heavy-attack-to-evolve bit.

The AoE on burston is 2 meters with 100% dropoff. You are doing half damage to an enemy 1 meter away from your bullet impact (technically 25% damage since the radial explosion is only half of the per-bullet damage).
